How the layouts differ
Jira keeps a bug in a Summary and a Description, so the report is one block of text with headings. Azure DevOps splits a bug into fields, so each part has its own box to copy. Field names can differ between Azure DevOps processes, so check the names in your own project and adjust the headings to match.
Empty parts are left out. The tool does not read or judge what you write.
